The COVID-19 period showed how quickly conditions can shift for multifamily housing—creating operational strain, staffing gaps, and higher demand for consistent, on-property prevention.
National crime indicators shifted sharply in 2020. The FBI reported murder/nonnegligent manslaughter increased 29.4% and aggravated assault increased 12.1% compared to 2019; and while some property-crime categories declined, motor vehicle theft increased 11.8%.
Rent-payment disruption became immediate, even when many residents eventually caught up. NMHC’s Rent Payment Tracker found 69.2% of renters in the dataset made a full/partial payment in the first five days of April 2020, rising to 94.6% by the end of April, reflecting widespread disruption and late payments.
Eviction systems were heavily constrained—creating “pause, not remove” pressure. Eviction Lab estimated pandemic protections prevented at least 1.6 million eviction filings across the U.S. in 2020. Eviction Lab A separate peer-reviewed analysis of 31 cities found 594,352 eviction cases filed from March 15, 2020 to December 31, 2021, which was 57.6% lower than historical average for the same period.
Emergency rental assistance became a major stabilizer. Treasury’s ERA programs provided $25B (ERA1) and $21.55B (ERA2) to help cover rent, arrears, utilities, and housing stability services.
Local response capacity also mattered. In Colorado Springs, KRDO reported CSPD was down 84–100 patrol officers in 2021, and average Priority 1 response time increased to 11:51. KRDO In Denver, Colorado Politics reported average response times of 13:26 for high-priority violent crimes and 31 minutes for low-priority crimes amid staffing challenges.
Multifamily staffing and retention remained a real pressure point. The Apartment Association of Metro Denver reported 38% of positions turned over in a 12-month period, including 49% turnover in leasing and 47% turnover in maintenance technicians (2022–2023 compensation report findings).
